ENDEAVOR 2026...A Public/Private Innovation Initiative Summit Meeting

Where government and private sector leaders turn ideas into action.


A three-day innovation summit bringing together state emergency management directors, private sector operators, federal and national partners to co-develop practical, scalable solutions that strengthen crisis response, accelerate recovery, reduce costs, and expedite support to disaster survivors.

Held within the AHC’s FOIA-protected collaboration framework, this event enables candid, operationally valuable discussions between state/local government and industry  infrastructure owners/operators to align effort, create joint project ideas, and coordinate future investments.

MONDAY, JANUARY 19 — 1:00 PM–5:00 PM
Closed Session (AHC Leadership & Sponsors Only) – Align community and leadership around common goals, clear objectives, and focused priority use cases for 2026 discussions.

TUESDAY, JANUARY 20 — 7:00 AM–5:00 PM
Open sessions with government and industry panels, and a collaboration workshop on a real-world Use Case: Regional Public/Private Commodity Supply Chain Surge Capacity, where public and private leaders identify coordination gaps, and identify real-world solutions and projects. Breakfast, breaks, and lunch included.

WEDNESDAY, JANUARY 21 — 7:00 AM–3:00 PM
Open sessions to dive into collaboration workshops on two Use Cases: 1) Public/Private Resource Sharing and Regional Fleet Mustering Points for Crisis Response, addressing public/private coordination gaps and innovations. Breakfast, breaks, and lunch included.

Join us for this in-person summit meeting of the All Hazards Consortium (AHC).

Celebrating 20 years of collaboration and accomplishments through its working groups, industry partners, and states, the AHC is hosting its first in-person meeting since the COVID-19 pandemic.

We are very excited to host the 2026 Summit, especially given the challenges facing states, cities, and sectors...and the opportunities that lie ahead in developing real public/private partnerships, something the AHC community has been doing since its formation in 2005.
 
This 2026 Summit agenda will focus on rethinking and innovating the state/local government emergency management cycle through innovative public/private partnering and joint problem-solving in the areas of: 

- Gaining Operational Efficiencies
- Cost reductions/sharing
- Joint development of projects and streamlined polices/procedures
- Private sector Mutual Assistance with state/local government during disasters

Topics / Use Cases

The public & private Executive Steering Committees have been discussing multiple project ideas over the past 12 months. Several of them are listed below. All of them will be developed further during 2026 after the Summit.

The leadership will select three of these to discuss and develop during the 2026 Summit meeting. This will expose all attendees to the process to be used to develop documented use cases, identify potential solutions or project ideas, and identify possible public or private funding streams.

    Designates pre-approved staging locations across multiple states to support power and supply chain restoration efforts during hurricanes and disasters.
  • ​Regional Public/Private Commodity Supply Chain Surge Capacity
    Enable the rapid, coordinated access to essential commodities via existing supply chains for water, food, medical supplies, and pharmaceuticals for disaster survivors through a strengthened regional public–private partnerships.
